Titled &#8220;Integrating Legal Literacy in Schools: Preventive Measures Against Sexual Violence Toward Children,&#8221; the event drew 727 participants from diverse backgrounds, including lecturers, teachers, students, law enforcement officers, and literacy activists. Marking a radical shift in focus, the national forum moved away from reactive, post-incident law enforcement to emphasize proactive, preventive strategies within the school environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The event was inaugurated by Hidayat Widiyanto, Acting Head of Center for Language and Literature Cultivation under the Agency for Language Development and Cultivation. Moderated by Ali Kusno from the Regional Language Center in East Kalimantan, the forum featured two key speakers: Prof. Dr. Yusak Hudiyono, Professor of Indonesian Language Education at Mulawarman University, and Wiwik Setiawati, Head of Teachers and Education Personnel Center in East Kalimantan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Social Vaccination Through the School Curriculum<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the main session, Prof. Yusak emphasized the critical role of schools as foundational grounds for cultivating a culture of law and strong character among students. He stressed the urgent need to integrate legal education into the curriculum across intracurricular, co-curricular, and extracurricular activities to mitigate bullying, physical violence, and the misuse of social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Legal literacy from an early age acts as a &#8216;social vaccine.&#8217; It instills a fundamental understanding of children&#8217;s rights, obligations, and bodily autonomy. Through this approach, we can sustainably create a safe, orderly, and equitable learning environment,&#8221; Prof. Yusak stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Mandate of Permendikdasmen 6\/2026 and the Transformation of the DPSH<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shifting the focus to national policy, Wiwik Setiawati provided a comprehensive review of the regulatory transformation driven by the Minister of Primary and Secondary Education Regulation (Permendikdasmen) No. 6 of 2026. She explained that this latest regulation decisively shifts the institutional paradigm from a reactive approach to a proactive, preventive one, anchored by early detection systems and active protection mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wiwik also highlighted successful initiatives in East Kalimantan, specifically the synergy between the Education Office and the Prosecutor&#8217;s Office through the Legal Awareness Student Ambassador (DPSH) Movement. She urged the acceleration of this program toward a &#8220;DPSH 2.0&#8221; phase, where legally aware students are empowered to become Peer Protectors, thereby breaking the chain of grooming by sexual predators in schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Sexual violence in schools thrives on unequal power relations and a &#8216;culture of silence,'&#8221; Wiwik emphasized. &#8220;Through peer protection mechanisms, children are equipped with the courage to resist manipulation and are guided to safely and confidentially utilize internal reporting channels.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Addressing the &#8216;Iceberg Phenomenon&#8217; Through Multidimensional Synergy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cumulative data in East Kalimantan reveals that the reported incidence of sexual violence against children represents only the tip of the iceberg. Records indicate 1,110 reported cases throughout 2025, with children accounting for 61 percent of the victims. Trial evidence demonstrates that the majority of these cases originate from grooming techniques executed by perpetrators in positions of authority, which often go undetected in their early stages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The forum reached a consensus on the urgent need for radical institutional reform, emphasizing that the safety of victims must always be prioritized over the protection of an institution&#8217;s reputation. The interactive session drew strong commitments from representatives of the Agency for Education and Culture in East Kalimantan, the Agency for Women&#8217;s Empowerment and Child Protection (DP3A), and the Rapid Response Team of DP3A. Ultimately, this collaboration aims to develop a non-retraumatizing, child-friendly protection ecosystem across Bumi Etam.
