Borneo International Conference on Educational, Social, and Science 2021 is a series of seminar which held in three countries, namely Indonesia, Malaysia, and Brunei Darussalam. It was held on September 7 until 9, 2021. On September 7, it was held at Universiti Sains Malaysia (USM), Penang, Malaysia via Webex application. Furthermore, on September 8, it was held in Indonesia at Universitas Mulawarman, Samarinda via Zoom application. Next, the conference on September 9 was held at Universitas Islam Sultan Sharif Ali, Brunei Darussalam through the Microsof Teams application.

Regional Office for Language in East Kalimantan Province, a unit of Agency of Language Development and Cultivation, contributed in that series of conferences. There were two groups of presenters participated in the conference. First, a team consisting of Anang Santosa, Ali Kusno, and Nur Bety who presented on line a paper entitled the Potential Conflicts Identification in East Kalimantan Asossiated with Ethnicity, Religion, Race, and Inter-group (SARA) as the Social Infrastructure Basic for the Candidate of Capital State (IKN) at Universitas Islam Sultan Sharif Ali, Brunei Darussalam. Several main points were conveyed in the presentation. East Kalimantan has been assigned by the Government for the relocation site of IKN. It is located in parts of Penajam Paser Utara Regency and Kutai Kartanegara Regency. East Kalimantan is inhabited various ethnic groups, religions, races, and groups. Data showed that friction between inhabitant and groups still occurs and tend to develop some conflicts that related to SARA.

The discourse in the legal case data pertained to hate speech that spread on social media represent the develop issues in community life. The hate speech discourse is feared to affect towards community life. The study showed that conflict potency is dominated by ethnic factors based on the high primordialism of the citizens. Emerge the allegations of provocation between indigenous tribes and migrants are mostly triggered by social jealousy. A negative stigma against immigrants. The violence potency got stronger by the community organizations (Ormas) existence with ethnic nuances. In addition, the inter-tribe conflicts history can be a trigger factor for new conflicts. Those conflict potencies should be anticipated for avoiding real conflicts in preparation social infrastructure development for IKN. In addition, diversity awareness in SARA are, as wealth for the Indonesian, needed to be generated among the people.

Second, Misriani presented Pandemic, Online Media, and Learning, a study of critical discourse analysis of Van Dijk on Opinion in Online Media. The paper was presented on line via Zoom application at Universitas Mulawarman, Samarinda. Misriani explained that distance education (PJJ) was a learning method established during the Covid-19 pandemic in Indonesia. Teachers, students, and parents must familiar with technology and had to have supporting facilities to run the learning. Parents assistance in learning played an important role to encourage students to learn well. This method transition also required teachers to master technology-based teaching methods. PJJ practice has encountered implementation problems in several areas. Those obstacles are widely discussed in various media, both print and online. The opinion rubric was a form to represent public opinion in responding to this learning. The opinion rubric in Samarinda’s online media is discussed through the critical discourse analysis approach of Teun A. van Dijk.

Data are collected from March until December 2020. Three opinions were selected from two online media. Those three opinions have similiar in social background i.e. care for those affected by the Covid-19 pandemic in learning. The successfulness of online learning is expressed differently in each opinion. The opinion scheme is formed based on experiences and events as students, teachers, and principal. The social cognition of the first opinion was individual schemes as students who have the same experience with other students. The second opinion considered the events and experiences of the teacher dealing with students (event schemes). The third opinion refered to the role as principal. Social context analysis showed that the government has power and access to influence discourse in society. Those three opinions met the government’s policy on PJJ.

Regional Office for Language in East Kalimantan Province participation’s in the Borneo International Conference on Educational, Social, and Science 2021 is expected to increase the synergy between institutions and universities in the region. In addition, the research results’ are intended to give a valuable contribution for local government policy makers.
